IT'S a "no-brainer" that sending non-violent Aboriginal offenders with drug and alcohol problems to rehab rather than prison would cost less and bring better outcomes, an indigenous leader says. 
 
A new report commissioned by two drug and alcohol bodies and released on Monday says $111,000 could be saved each year per offender if such diversion programs were used.

Emergency departments across the state will be overhauled to cope with drunken and drug-fuelled violence under a sweeping review of Victoria's drug and alcohol strategy.
 
The Baillieu Government will today move to improve Victoria's emergency departments as a key plank of its 15-point plan to change the state's drinking culture, honing in on Australia Day to refocus the community's attitude to binge drinking.
